With over 100 thousand residents, Modiin Illit is the largest city in all of Yehuda and Shomron. Its area is over four thousand dunams, about 989 acres.The city is located right next to the Arab villages of Naalin, Dir Kadis, Hirbata, Bil'en and Safa. Modiin Illit is not surrounded by a wall; in some areas, the security fence that separates the Arab villages from it, is the only protection that it has.

 A small security team, with 15 army reservists, headed by the army has existed for many years. Because of Modiin Illit's close proximity to its Arab neighbors a special effort was made to try to enlist new members to its security team; thereby enlarging the number of reservists and weapons that could be readily available should the need arrive.They were successful and the number of reservists have doubled. However, the security team only receives very essential equipment from the army, which is limited. Any additional equipment that is needed is not provided by the army. This includes tactical equipment, flashlights, night vision binoculars, thermal cameras, bullet proof vests and other life saving tools. 

The security team of Modiin Illit, who serve as the first response to any infiltration, are protecting over 100,000 citizens.
